First off, who cares what Roves says. Secondly, if Trump mass fires Obama holdovers and congress obstructs replacing them it may well cause more problems than going slow. Remember, Trump not only has to deal with the Schemer led Dems but with opponents from within his own party.

Sorry. I have a different take and since I am conservative (you know, your typical racist sexist bigot homophobe Islamophobe bitterly clinging to his guns and his Bible), I am frankly amazed there has not been MORE done on this front. Having been exposed to large corporate bureaucracy and multiple dead wood levels between CEO to common laborer, most of the FORMER potus embedded implants could have been demoted to the administrative jobs level Day One with equal pay reduction. Pruitt at EPA is starting to clean house. What Trump needs to do is to CANCEL all government credit cards, reduce the per diem and demand receipts for all charges greater than $10. That will send the scumbags scurrying.

This is bad and there's no way to put lipstick on the pig. Personnel are policy. The Obama political appointees are gone. The agencies are being run by "acting" administrators, under-secretaries, deputy under-secretaries, etc. This is routine in
every transition. The outgoing politicals designate caretakers on their way out the door, and the caretakers try to keep the trains running on time. These people are career civil servants, very senior in their agencies, and most of them are very good at what they do. They are pretty sharp people, and they are committed to their agencies and missions. They will as a matter of course contact whatever transition liaisons the incoming administration has designated and try to be sensitive to the new president's priorities. But until Trump has his own people running the agencies, he doesn't really control the government. A cabinet secretary is not enough. The sub-cabinet has to be staffed, and enough Schedule C's brought on board to put eyes and ears on the ground.
If Trump wants business as usual, he can drift along with the holdovers. They are, again, career civil servants, not Obama politicals, but they will still be the senior management team developed by the Obama team over eight years. They will not be redirected via WH tweets or a mystical mental aura projected by Donald, Jared, or Ivanka. Or Bannon, for that matter. It's going on six months after the election. In almost every agency around town, the head chair at the table is still sitting empty, and in most cases, there's not even an appointee in sight. This is not how you get change.
