Steele was hired initially by an anti-Trump GOP entity to harvest dirt on Trump to be used in the primaries. When Trump won the primaries Steele went to work for some Hillary donors. The “Dossier” Steele concocted and tried to foist on U.S. news media appeared to most reporters and editors to be a bizarre hoax. Despite their biases the press wouldn't print a word. That's when John McCain and James Comey came to Clinton's rescue by treating Steele's fabricated dossier as a legitimate intelligence product. This gave Buzzfeed the excuse to publish Steele's “documents.”

It says everything about Comey that he would rely on a paid anti-Trump political operative—even offering to pay him—rather than using the FBI and the national intelligence apparatus to investigate. But, of course, Comey was certain Hillary would be the next president.

Hey, ass pirates at the NYSlimes...If the FBI had done it’s job with Hillary’s email & crooked foundation, she would have never been a presidential candidate. She would have been in prison awaiting a treason trial.

Then again, if you aholes in the propaganda media had done your job, the Clinton’s would have never made it out of Arkansas.

The move would violate the policies of an agency that does not reveal its investigations or do anything that may influence an election. But Mr. Comey had declared the case closed, and he believed he was obligated to tell Congress that had changed.

Comey's fundamental error was in announcing a conclusion back in the summer. He should have followed policy and said nothing. Once he made that (presumably honest) error, he had an absolute moral obligation to announce any changes in that status. It's sad that the FBI got involved, even though that serious error in the summer may have prevented or at least delayed a second civil war in the United States.

Interesting paragraph from the article:

The Times found that this go-it-alone strategy was shaped by his distrust of senior officials at the Justice Department, who he and other F.B.I. officials felt had provided Mrs. Clinton with political cover. The distrust extended to his boss, Loretta E. Lynch, the attorney general, who Mr. Comey believed had subtly helped play down the Clinton investigation.

This is why he said, after all evidence to the contrary, that “no reasonable prosecutor” would indict Clinton. He had to tell the truth about what she did, since it would have become known eventually anyway, but he wanted to give Lynch a way out. He was playing both sides.
