Let me guess. The two girls were chattering constantly like a pair of over-caffeinated chipmunks and the other girl glared at them to indicate she wanted a couple of minutes of quiet. Much more likely than dreaded racism.My first thought, as well. The other two were probably making noise in a study area. A glare is considered a the best way for well-mannered persons to indicate they would like for the normal expectation of quiet to be observed. I do it in church all the time because our pastor just seems to adore having infants shriek over his sermon, the prayers, communion, etc. It might be because several of them are his grandchildren; but I don't have to believe it's respectful to others and I don't care what color they are.

The incident location was reported as a campus library. The complainant seems unaware that the woman with a piercing stare might be deep in thought as she studies, or is troubled by something she is reading on her phone.
