I don't think he is waiting but he has clearly factored that matter into the equation.
It appears (from a great distance) that the U.S. is aligned with the South Korean military and intelligence services which are very close to our commanders on the ground.
With South Korea being in such close proximity to danger from the North, I have wondered if the South Korean military and intel services might be shielding the public from information about the threat from the North.
South Korea is only part of the equation...Japan, Guam, and the U.S. itself (Hawaii first, then the mainland) being the other parts.
If China cannot corral Kim or remove him (and I am certain there is an outstanding offer of comfortable exile on the table), we will act.
There is the carrot and the stick.
Kim is, so far, rejecting the carrot.
He won't like the stick.
Mattis will make sure that we dig Kim out of his bunkers...and then put him on trial for his human rights crimes.
The next big challenge will be the healing and assimilation of the abused North Korean population.
China is lusting after the rare earth minerals in North Korea (and doesn't want Korea unified)...but we will see how Trump negotiates the after-action mopping up.
If Trump pulls this off, Congress will be eating out of his hands (small though they may be;-).
This is Trump's Cuban Missile Crisis, but infinitely bigger.
If Trump pulls this off as I believe he will...this presidency--and the Trump era--is just beginning.
