I seem to remember reading, years ago, that making the subway system in NYC wheelchair accessible cost about $1 billion. And that a fraction of that sum, invested, would throw off enough interest to provide every New Yorker in a wheelchair with unlimited taxi rides forever.

I want the elevator concession in NJ. Even knowing NOTHING about elevators I could build it for an even million (that is 20x$50K) and pocket the rest.
