No, the waiver idea is terrible because it admits the legitimacy of ObamaCare as well as does nothing to undo the infrastructure already built.
(Anything less than full repeal is implicitly giving the thing legitimacy and "ironing in" the precedences that have been built up such as the "it's a tax, not a fine" ruling.)
Trump may have the last laugh yet. Reports say he is going to remove Congressional exemption in regards to Obamacare. Make them eat their own dogfood.

Make sure they don’t do what they did to the staffers. Gave them Obamacare then appropitaed money for the staffers to pay for it.
If John McCain dies while Trump is in office, I’m going to go out on a limb here and predict that he won’t be buried in Arlington National Cemetery.
Ordinarily I would agree, and I concede that it is a personal low point for me to do so. But, McCain has done this to America for no other reason than to spite a man he envies. Millions will continue to suffer serious financial hardship, health care outcomes for most Americans will likely continue to decline, and McCain laughs with glee that he has once again stymied the President’s efforts to repair some of the damage done by 0bama. He is evil, and the evil deserve all the suffering they get. I would call him an evil POS but that would be unfair to excrement.
If only he had ONLY the VA to fall back on and they gave him the same answer they gave my dad who diagnosed with cancer:

That’s what I would like to know, and why I have no sympathy for McQueeg. My husband died two weeks after his GBM diagnosis and was in a coma most of those days. McQueeg is a lying, coniving POS. (As you can tell, this really is personal to me!)
