With that said, the video does show him swerving slightly to avoid a couple of people in the road.
There appears to be three cars involved in this pile up.
Notice this video has a dark gray Charger with the trunk intact and flashing torn from the front end.
This vehicle is different than the two shown in the NBC video.

By my count, there are three vehicles involved: lead vehicle red mini van; middle vehicle gray/white sedan with damage on the front and rear (truck deck) and, finally, the gray Charger allegedly the guy from Ohio with a damaged front-end and no damage on the rear trunk deck.
Someone needs to explain why vehicle #1 and #2 are not being paraded in front of the cameras.

Were vehicles #1 and #2 operated by the police, a city council member, a member of the media, or just an ordinary slub caught in traffic?
Unlike the media narrative it is looking less and less like it was planned and more like an accident.

As he approaches without slowing people are jumping out of the street. One person is standing with his arms raised to stop the car, he runs out of the way at the last moment.
As the car is entering the edge of the crowd it is then that something is thrown at the rear of the car.

It sure looks like that’s what happened. He accelerated after they hit his car with a bat or club.

They didn’t run anyone over.
The brakes are touched quite a bit before entering the crowd. Had braking been maintained no one would have been run over.
State Department assets with ties to the CIA just happened to be there filming.
Claiming this person is a victim rather than a perp is astounding.

That goes without saying. If it’s Federal, perhaps out of state. Needs a fair trial where the facts can all come out, one way or the other.
