Actually, it can. Unfortunately, the only way it can is if we use a combination of nuclear and biological weapons to kill off the entire population, make it an American territory, and pay a bounty to Americans to move there to settle the place.

Silly to pretend 4000 or so troops and some rules of engagement will do anything. The Soviet Union didn’t exactly have restrictive rules of engagement. We could have Waffen SS rules of engagement and it wont make Afghanistan into anything but a tribal, superstitious, backward, Islamic hell hole.
Next week, or some week 30 years from now. When we leave, the Afghan will collapse a week later.

And I fail to see how Afghan women’s lives is a critical USA interest.

You might as well scratch the past 8 years of the war, because Obama's goal wasn't to kill terrorists or win battles. Our troops couldn't shoot until they were shot at. That's not a strategy toward victory in any war.
