I agree with you 100%. This whole area (beyond the city too) has gone building crazy! Even I, a woman without an engineering degree, can figure the outcome of this.

HOUSTON, Texas (KTRK) — While Harris County’s forecast in relation to Harvey calls for heavy rain similar to Tropical Storm Allison, emergency management officials say it’s not quite time to evacuate yet.
I would NEVER stay in Galveston-—it’s a low-lying island.

Yeah, Houston is way out of the immediate danger zone. Given a couple days of rain bands (unpredictable) they could see some serious flooding, but it will undoubtedly be worse elsewhere.
Storm is about to make landfall around Port Aransas to Rockport, and this is relatively good news for Corpus Christi as a track just 25 miles further west would have placed that city under 110-150 mph winds, as things stand, the city will see more like 80-120 mph which is bad enough but will cause considerably less damage there. Also this track will allow winds to blow mainly from land direction reducing the storm surge along the waterfront to perhaps six or seven feet instead of the 10-15 that will take place further east.
Regions between Rockport-Port Lavaca to Beeville-Victoria will take the worst impacts overnight (longer term total rainfalls may be more randomly scattered). Conditions will be almost as bad as with Katrina’s landfall zone from Slidell to Biloxi. Anyone who did not evacuate from the shore there is already in serious danger. Further inland, winds will be less extreme but flooding could become very severe, expect previously unseen levels of flooding in the Victoria region starting late tonight.
