Broken windows theory must include enforcing infractions, misdemeanors, and felonies alike. It is not so much about "fixing windows" as about addressing the small things to effect the big things.
"Stop and frisk" was part of the broken windows philosophy of policing, for example.
Cutting weeds is part of it, which is what I was referring to. And yes, it is only a part.
