S&P 500 futures are currently up 16 points, Dow futures up 230. The markets seem to have regained all of there losses since the false report.
The people who got hurt with this are the ones who owned stock and got liquidated when their stop loss orders got triggered during the spike down. They are now flat and someone else now owns their stock. They took a hit that was unnecessary. They are the people that may have a case due to their losses, not the spectators on the sidelines chanting "It's a great time to buy!"
