That’s how I read it.
To be clear; is this ruling a 7-2 decision on Trump’s executive order itself - the end. Or is it a 7-2 ruling that it cannot be held “unconstitutional” or a stay held against it, for now, until the other appeal cases all get to the Supreme court, after which they will make a final ruling? Which is it?

What's truly frightening is that there are at least two members of this court that are willing to COMPLETELY ignore the Constitution to keep the lower court orders in place. If they would ignore the Constitution, why are they there?
