Calm down, I’m asking questions. You are guessing, too. No one has given a good explanation of why someone with CIA affiliation would expect to start up a bunch of ham radio transmissions from the DC area and not have the NSA notice, whether the transmissions are encrypted or not. She could (conceivably) transmit an occasional innocuous open message without attracting attention, but if she started transmitting a lot of content, especially if it were encrypted, they would be all over her.
I didn’t say she was “only” listening, I said maybe the bulk of the info flow was to be TO her, and she would only need to transmit small innocuous follow-ups, or just wanted the capability to do so if necessary.
What exactly was she supposed to be sending OUT overseas that would help to build the dossier file or that the CIA/FBI could not handle in other ways? No one has explained that.
In any case, since when does the CIA or FBI need a ham radio operator to conduct their business? None of it makes sense.

Staying on topics is excellent advice. Unfortunately, that ship has long slipped beyond the horizon. The Trump administration has already undermined any claim of anti-Trump bias when they released the DOJ memo outlining the rationale for firing Director Comey. You simply cannot credibly claim the FBI director’s conduct in the course of the Clinton investigation was improper in a manner harmful to Hillary and then later claim that the entire FBI is infected with anti-Trump bias. Many seem to have forgotten about the official reason for dismissing Comey. The DOJ hasn’t. In fact, that is the underlying premise of the entire IG investigation. The report is either going to say that the President’s claimed reason for firing Comey was without merit, or that the Clinton campaign was harmed by Comey’s inappropriate conduct. So we are going to be in a position where the report gives succor to the B.S. chorus shouting obstruction or the report is going to blow up the idea of rampant anti-Trump bias. The report may well include other items, more favorable to our side. But that does not mitigate the central problem we are facing, and that is the original basis of the investigation is going to produce a report that is either going to damage the defense against allegations of obstruction or else damage the claim of anti-Trump bias. This is just more sloppy PR work by the White House, the entire communications staff needs to be sacked yesterday.

Nellie Ohr was working for the CIA. Fusion GPS hired to help create a hit job on Trump. The HAM radio was to send encrypted messages without the NSA knowing who they were sent to. She could also receive encrypted messages with the NSA knowing they were sent to her.
It is a part of a plot to undermine President Trump.
