Now just why would LEO or 911 accept a call from out of the area like this ???

Did the L.A. perp call 911 in L.A. ?

Just why can’t LEO track a call and avoid this situation ?

Make it mandatory for a call to originate within 1 mile of the suspected location. So simple even a geico lizard can do it.

Almost everyone has a mobile phone today and area codes are meaningless.

My understanding is that these kind of calls are usually made to the police non-emergency number where the caller-ID blocking isn't such a big deal.

Ding dongs called a local substation non emergency number and got transferred to dispatch per an earlier article

The swatting calls are made through the Internet and can look like they originate from anywhere.

It’s why this is so dangerous.
