Is Trump an ultra-dictator, or a careless figurehead ruler?
Mostly we’re told he’s the former; then 1 thing happens, and he’s hands-off careless.
This is like the Bush thing. Bush was stupid; yet somehow brilliant enough to pull off 9/11 within 8 months of his ascension.

Why should Trump be tweeting or otherwise commenting on a screwup by the State of Hawaii Emergency Management Agency? A screw up that was known to be a screwup within 5 minutes, and for which notifications were sent out within 30 minutes? What is Trump supposed to say or do? Tweet a picture of the All is Well! guy from Animal House?

For one thing, this wasn’t an alert to the while United States.
It was a colossal f’up by the Hawaiian state leadership, heavily a Democrat centrist government.
The Hawaiian authorities made announcements regarding the screw up. That was all that was required from any authorities.
Now the investigation and setting up a process that makes it almost impossible to repeat, is the heavily Democrat Hawaiian state leadership’s duty.
As for Trump being to blame in any way here, that’s preposterous.

What if he would have responded and stated that this was an unacceptable mistake - putting blame on the Democrat-run government of Hawaii? There is nothing he can do that will stop them from criticizing him. They hate him. It's that simple. Take away political coverage, and media influence on national politics, and the media become what they're supposed to be - reporters of the news. Political coverage is what feeds the egos of the news media. Trump has accurately pointed out that they are not doing this job accurately or well.
