Perhaps it’s hate or perhaps it’s just a desire to want to be with people like herself, just like there are many whites who would rather associate with whites ( but are not allowed to)
The founders had it right about promoting “freedom of association”. Unfortunately that “right” has been blown to smithereens in this country.
Maybe the solution is to return to that.
Most Costa Ricans are transplanted Spaniards. There are very few people with Indian blood in Costa Rica.

What a dumbass idea-in the 1st place, the majority of Costa Ricans are like other Latinos in the Americas-Caucasian ancestry that is a mix of Spanish and Native American ethnicities-so they must have had to fly some Blacks and Asians down there to make it a non-white vacation...

I am white and I work in the service /tourism industry . In the course of my daily shift I often encounter African- Americans . Individuals , or entire families . I give them all the best and most polite service that is humanly possible . Some of these folks are very nice , courteous , and we have nice conversations . Others however , the majority I would say , will not engage in any kind of conversation , are stand-off-ish , and even behave a little disrespectful to me , even though I am physically serving them and assisting them in every way possible . Few tip for this service and I do not expect it . But I do expect something other than cold looks. I have noticed a huge increase in this ‘coldness factor’ since Obama came into office . It was just never that way before . Everyone ; white and black , seemed much more jocular and friendly . Things are different now . If you are white , you are collectivelt blamed for that which many of todays African-Americans have come to accept and see as offensive and oppressive to them . Even if you are knocking your self out serving and assisting them . It’s an anomaly. Observations from the front line ...
Interestingly, Costa Rica is one of the most racists countries in the Western Hemisphere. Costa Ricans take pride in how few negroes live in their country.

There is obviously a double standard, but no one seems to care. The exact same action by a non-White is accepted and praised, but if done by Whitey is condemned. Until this changes, there is no hope for the future of this country.

They consider that “microagression” because you are going out of the way to treat them differently, even if differently is better.
The blacks that treat you like shit in return see your fawning over then as slobbering and so they dismiss you like a lowly servant.
