The whole purpose of social stigmas is to discourage behavior that is not beneficial to society. Being unproductive is not beneficial and should be stigmatized, at least for people that do not have some overwhelming impediment to working to support themselves.

If you don’t have enough to eat, then get your extended family to help you out, not the taxpayer.
This is one subtle way the Federal government destroyed family. The family must take care of its own.
