In Ankeny v. Governor, a three-member Indiana Court of Appeals stated,
Based upon the language of Article II, Section 1, Clause 4 and the guidance provided by Wong Kim Ark, we conclude that persons born within the borders of the United States are ‘natural born Citizens’ for Article II, Section 1 purposes, regardless of the citizenship of their parents.

Chester Arthur's father was born in Ireland. His mother was a native of Vermont. He was President from 1881 to 1885, a time during which adherence to original intent of the Constitution was far more prevalent than is currently the case. Then you have the case of Obama, whose reported father was a Kenyan and whose mother was a native of Kansas. Setting aside the issue of whether he was really born in Hawaii, Obama falls in the same category as Arthur. With these precedents, Kamala Harris would not be disqualified on account of where her parents were born.
