I thought towns like Elizabeth, Pleasant Hills, and the Jefferson Hills folk mainly worked at the Clairton plant ... like I said, I’m not an expert :-). I just live here, but admittedly don’t know the specific nuances.

The lower Mon Valley isn't in the district, ie Chaleroi, Mon City, Monesson, etc. which is good.

All of the dem districts in Washington are counted but a lot of the GOP districts aren't in yet.
