Why are the 15 Freeway rest stops closed on the route to Las Vegas?

Q: On recent trips to Las Vegas traveling on Interstate 15, Riverside resident Janet Field said she noticed that the rest stops along the interstate were closed in both directions. She wondered why the rest stops are not being used, and said they appear to be in good condition.

A: Water and electrical problems are to blame for the closures of rest stops on 1-15 between Riverside and Las Vegas, said Caltrans spokeswoman Terri Kasinga. The rest stops outside of Barstow and Baker are just old and need major repairs or rehabilitation work, which is why they are closed. Kasinga gave the following updates on their statuses:

I-15 at Valley Wells (outside of Baker): This rest area was rebuilt about 10 years ago, but the well was not replaced during the rehabilitation project due to the cost, Kasinga said. The well is about 50 years old and has started showing signs of failure, with sediment in the water and other problems, and it is collapsing. Caltrans is looking into an emergency project to build a new well. If Caltrans rebuilds at the same site of the current well, the agency would not have to get permits to do the work, Kasinga said. Caltrans still needs the engineering staff to determine whether they can rebuild in the same spot. If Caltrans builds a new well, it will need to get permits from multiple agencies, and that would delay the time needed to start the work. An early estimate for reopening this rest area is approximately June at the earliest.

I-15 at C.V. Kane (outside of Barstow): The rest area on the northbound I-15 is fairly new and was rebuilt four or five years ago, Kasinga said. The southbound I-15 rest area is currently under construction and being rebuilt and is expected to open this summer. The pump on the northbound I-15 broke and was repaired. Caltrans is awaiting water test results and once they are cleared, the rest area will reopen soon.

Caltrans has projects planned to rebuild rest areas on I-40 and I-10, according to Kasinga, who noted that water (well or pump) and electrical issues routinely plague the rest areas. Vandalism also causes closures, she said.

During closure periods, Caltrans asks that motorists and truckers use facilities and restrooms in local towns along their route and find safe places to rest. Caltrans wishes to apologize for the inconveniences, said Kasinga, adding, “But we also are not able to open the rest areas under the existing conditions until the repairs are made and the rest areas are safe for public use.”

Cars illegally parked

Last month we published a letter from a reader in Hemet who complained about cars with out-of-state license plates parked in her neighborhood for the past two years. She asked how to report them

On the Road advised her about the CHP’s “CHEATERS” program to report information for vehicles registered out-of-state if it’s believed the vehicles should be registered in California.

In response, another reader, Kyle A. Patrick, a local attorney, wrote to add that if the vehicles have been parked continuously, then there is a second way to have them removed. He noted that most cities have ordinances that prohibit vehicles from being parked on the street for more than 72 consecutive hours. In Hemet, Patrick said, a city ordinance prohibits parking for a period exceeding 72 consecutive hours.

“My home city of Eastvale has a similar ordinance, and I would bet that most cities in the area do as well,” he noted.

Lots of rest stops are well known as gay decks spots.

It is so bad I would never allow a child to use a restroom there unattended.

In CA there was one south of S.F. that was so bad Caltrans allowed a guy to live onsite 24/7, ostensibly to maintain the flowers, but in reality it was to run of the fags.

So the fags just moved to a rest stop further south, the one I used to ride past on my mtn bike.

Homos were everywhere. It was gross!

We told our reader that vehicle owners who move to California must register their out-of-state vehicles within 20 days of establishing residency in California.

I had to work at my company location in San Diego, but NEVER changed my residency from Idaho nor my vehicle registration. CA gets state income tax for money I earn while at the San Diego location. Likewise, Idaho gets it by default when working from my home office. The Harley Fat Bob I purchased from a California owner retained the CA license plate until relocated to Idaho. CA is always seeking more tax revenues.

So is an out-of-stater moving to CA and not re-registering his car an illegal alien? Seems like they should send him a note that he now has to obey no laws whatsoever.

5 years ago we drove from Bakersfield to Vegas. There was only about 1 rest stop open. Signs everywhere......rest stop closed. I assumed they didn’t want to spend the money on them. That’s sure a long lonely road when you need to pee. 😜

When the bullet train falls through, due to financial difficulties, the unfinished bridges and other works shall collectively be known as . . . RAILHENGE!!!

We’ve given them every chance to have something resembling a normal life: Lawrence v. Texas, Obergefell v. Hodges, numerous laws banning discrimination based on orientation. Bu they still want to hang out at REST STOPS???
