If you stole identity of your cousin, and applied for a refund, IRS has no way to know it is you and not your cousin applying for the refund. IRS does not require fingerprints or photo in conjunction with a refund.

I guess I just assumed that the IRS and the Social Security Administration have a checks and balances type of relationship.
