A bump stock is not a machine gun no matter how you want to twist the facts. Maybe you could argue that a NFA tax stamp might be needed to own one, but that’s as far as I’d go.

United States v. Miller, 307 U. S. 174, does not limit the right to keep and bear arms to militia purposes, but rather limits the type of weapon to which the right applies to those used by the militia, i.e., those in common use for lawful purposes.
The effect of this logic is to cause an uncosntitutional ban to become constotutional over time. Machine guns are not in common use because they were unconstitutionally restricted.
The Miller case hinges on military use, not "in common use" [unrestricted to the public]
