why didn’t he either resign or not submit his application to

In the 90s, Comey worked in the Criminal Division of the FBI for the Southern District of NY. (Bremen was there at the same time.) Comey was part of the Gambino Family takedown.
The idea that, according to Comey, the President is guilty of "everything", tells me Comey holds a DEEP prejudice against the President.
His day will come....and I believe sooner rather than later.

Take it to the people and make his case and the people will stand behind him. Fearless.......he has nothing to lose. Dark forces are all allied against him. He has only the people and maybe the military. That’s all he needs........
