Recess appointment.

Mitch McConnell has been using parliamentary tricks to keep the Senate in session even when they are all on break so Trump cannot make interim appointments. McConnell has been doing this since Trump took office and after the first time the Press has not reported it.

I guess the only other strategy is scorched earth. Keep firing people in the government agencies until you can get one person that you can work with. The trouble is that I would imagine that you would get down to the burrowed in non-political appointees that have civil service protections. But, then you might be able to remove by demotion or re-assignment.

However, even if you couldn’t really get anyone effective and you created chaos and weakened these agencies (other than military and border control), would that be so bad in the end? If the ATF, DEA, FBI, DOJ, IRS, EPA, State and on and on could not function well, so what? That would be a Cloward and Piven attack on the federal government. Those areas and people that actually do perform would be rewarded. That would demoralize the bad and Leftist government employees and that’s fine with me.

VP Pence is the President of the Senate. He can adjourn the Senate at any time. No order or business can prevent that, according Senate Rules.
