The only ones needing punishing here are not the innocent banks but the guilty politicians, including and especially their faux-leader, mayor Rahm Emanuel.

Emanuel has had years to stem the gun violence in Chicago and he has usurped his responsibilities completely and done nothing.

Now he wants to point the finger at others, as liberals are prone to do, and blame the innocent banks for something that is his, not their, responsibility.

He needs to be thrown out of office in the next election for not doing his job.
