It seems that the since the INTENT of this proposal - convoluted as it is - is to restrict the right of citizens to purchase arms, it is in violation of the 2nd Amendment, and gun manufacturers, banks, or gun retailers should sue on those grounds.

Didn’t a fed judge in California just rule that this was not legal? I mean, it’s not legal to prioritize law abiding jurisdictions for federal grants, but this being rewarding those who violate the constitution...
This is ridiculous.
