When did Starbucks, McDonalds, Wendy’s, etc. become peoples’ personal business offices?

Meeting someone in a coffee shop to discuss business isn't some strange, new concept...in fact coffee shops came into existence in Europe for precisely that reason.

Starbucks is supposed to be a place where people congregate and hang out, at least that's how its marketed. They encourage this behavior by providing comfortable chairs, canned music, and free wifi.
