There are laws against it.
She was given the apple on the plane, did not feel like eating it then and threw it in her carry-on. She wasn’t exactly smuggling agricultural goods.
The airline should have reminded, or not given the snack out so late.

I've come back into the US with food given me on the airline, partially eaten or saved for remainder of the trip. Harassing people over that is ridiculous. I think I've declared things and never had problem. Surely TSA has more to worry about than someone bringing a single apple with them.
