I presume he’s talking about the city of Jasper (although Jasper has a GOP Mayor at present), but DuBois County, which Jasper is located in, has been a GOP County at the Presidential level for years (last voted Dem in 1976) and hasn’t voted Dem for Governor since 2000.

Dubois Co. was totally controlled by Democrats and Braun took Democrat ballots in primaries to have a say in who ran the county, as the person who won the Democrat primary was going to win the general. (I’ve done the same here in Lake Co in the past for the same reason. More recently I’ve been taking Republican ballots because my home town has gone solidly Republican so that primary pretty much decides who holds town offices.)
In 2014 he and some other Conservative Republicans decided to run and they flipped the county. Braun was elected to the Indiana House. He resigned to run for this Senate seat.
