the police would tell the business that it is a civil matter and the market will have to hire private security to handle it, then the business owner is open to lawsuits and liabilities I know because they do it all the time, the Police are absolutely worthless when it comes to public protection and crime prevention, unless there is a major crime involved or something that generates revenue like drug busts or traffic tickets that inadvertantly results in public protection

Wrong. Publix could have called the police and had these people removed or charged with trespass after warning. Publix the made a choice not to.

If they had called the Sheriff any Officers that did show up would have stayed in the parking lot hiding behind their cars.
