To: PROCON

My unanswered question is—. Is the universal basic income over and above, and in addition to, all of the other public assistance programs which provide benefits to the poor?

Or is this concept intended to replace those programs, and give people a minimal amount of money which they need to manage responsibly?

Ideally, it would replace public assistance. However, with Obama you can bet it will simply be a supplement.
