Here’s a listing for a similar vehicle. These are modified vehicles, they don’t come from the factory this way and don’t have the safety features a factory vehicle would. The seating capacity is listed as 25. Notice the seats are along the sides.
A year 2001 limo? Who in the hell keeps such old crap as rentals? Most rental companies have a planned service life for their vehicles, which I think is something like 3 years or so, then auctions them off.
That vehicle sounds like a “down & outer” special.
I feel sorry for the people that were killed, but if they knew it was in poor shape, they should have opted for something safer. Poor judgement.
I guessing the driver had a heart attack or something.
My brake lines rusted out on my fairly late model Chevy Pickup. Luckily, nobody died when my brake pedal went to the floor. It makes me wonder if we had a brake failure here.

Having worked in a hospital ER for years I learned many thing....including never to ride in a moving vehicle without a seat belt on.
Just looking at the hill they were going down, it stretches for a couple of miles. You would have to be on the brakes the entire way down, and if the brakes fail, there is absolutely no hope of stopping.
Today it may have been a birthday party?
Why can't the press get the facts before they speculate?
They're not doing their jobs as usual.
Model year 2001 vehicles in that part of New York state are little more than corrosion experiments.
Still no word on the cause? Is the driver alive?
If you really want an idea of what happened, use Google Earth and go back up the road to the top of the hill about 2 miles away. Use you elevation indicator to see just how big a drop that hill is.
This is a HIGHLY deceptive drop. We have a dangerous mountain in Huntsville, Al with drop of that is less than this one. Ours has a lot of curves. This road has very few curves. This drops over 500 feet in less than 2 miles.
At the top of the hill about 2 miles away they have 3 separate sets of signs with a crossed out delivery truck (truck with red crossed out circle).
Load that SUV Limo down with 18 people, then throw in poor maintenance. They talked about there being no skid marks. I’ll bet with that limo loaded down with passengers there is no way in the world they could make the tires slide.
If the driver didn’t know that road, I could see where he could easily been traveling upwards of 70-80 MPH when he got to that intersection.
