The president must be invited and approved by both houses of congress in order to do the SOTU the way it's been done for most of the past 80 years or so.
There’s a difference between tradition and law. Trump is required by law to inform Congress of the State of the union. Law gives him aythority to call one, or both houses for a meeting, and law gives him the authority to adjourn.
Just because “we’ve always done it this way”, doesn’t make it immutable. Some people have been corrupt since the beginning of mankind, but doesn’t make corruption something to embrace.
