Article 2 Section 3 of the U.S. Constitution charges the President with this duty: He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.. It does specify how this is done or how often. A formal document properly delivered at the President's convenience would suffice.

Additionally, that same article gives the President this authority over Congress; ...he may, on extraordinary Occasions, convene both Houses,or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper... So if the President wishes, he can call Congress into joint session.

Finally, Article 1 Section 3 of the U.S. Constitution designates The Vice President of the United States shall be President of the Senate... As President of the Senate, the Vice President of the United States can invite the President of the United States to address a joint session of Congress.

The bottom line is that the President of the United can deliver State of the Union information to Congress when, where, and how he feels it appropriate. No Speaker of the House has any say over this. For Pelosi to try to do so is treason!
