He did sign the bill, but he can RIF if he wanted to. OPM would need to initiate an action, have it reviewed, (etc), but it ‘could’ be done.
I would suggest this....under normal typical conditions...this discussed RIF simply wouldn’t occur. If we are still in a furlough situation at the end of February...60-plus days, then I would suggest a RIF might be brought to the table (maybe a 3-percent manpower cut across the table). Pelosi would argue about it but lacking any reason to talk over the budget, it’d just turn into another tactic to bring people to the table.
