A key anti-Trump researcher for dossier orchestrator Fusion GPS told Congress she would shy away from conducting similar Russia research into Hillary Clinton, according to an interview transcript.
“Because I favored Hillary Clinton as a presidential candidate,” Nellie Ohr testified in October before a special House Judiciary-Oversight task force.
Ms. Ohr is the wife of Bruce Ohr, a former associate deputy attorney general. He turned out to be the messenger to the FBI for ex-British spy Christopher Steele, who wrote the dossier, and Fusion, which paid Mr. Steele with money from the Clinton campaign and the Democratic National Committee.

FCC public records show she was licensed 5/23/2016. The test for the Technician Class license had 35 multiple choice questions. Passing requires correct answers on 26.

You can see that in any HF freq, Technician license can only use CW (Morse code). She has probably not even worked any European stations.

John McCain’s POTUS campaign honcho, Steve Schmidt, is the Control Operator of three Digital Mobile Radio (DMR) repeaters in the Northern Virginia area. (per FCC database)
Using DMR, Nellie’s female voice would be converted to a bitstream that could be decoded with a radio with similar settings. However, the radio could be easily reprogrammed to make the bitstream (transmitted in modulated analog) undecodable by an amateur operator. Or, the repeater could catch her weak 5 watt signal and then broadcast out (at upto 1500 watts with a high tower and high gain antenna) a digital signal that had been deeply encrypted.
However, one of the Q drops indicated that her ham radio communications had been intercepted by the good guys. It would be very easy for a three letter agency to crack the digital code, especially if they caught her weak signal before it had been encrypted by the repeater.

The classic tell for lying is the old non-responsive answer to the question. She wasn’t asked when. And lo and behold, her non-responsive claim of “well before” being hired was a complete lie, designed to mislead. She got the license WELL AFTER she joined GPS Fusion.

There is also a growing movement in amateur radio to send text in a very robust coding scheme that can work in noisy environments.
She could have used a laptop and sent text messages via one of these protocols on VHF or UHF and use a code word book. This is what I would do. 220 MHz is very lightly used and 50 watts can cover the NOVA/DC area and avoid the repeaters. Even is the agencies intercepted the transmission, it could look innocuous, like a vegan recipe exchange.
She could have used a YAGI antenna and vertically polarized the signal, which would minimize the signal to a lurker.
It is not hard to build a tight communications security plan.
A friend of mine tells a story from rural Kansas. Some time back in the 1980’s. He was driving somewhere, out on a lonely road when he encounters this van with what looked like radio direction-finding equipment (antenna).
