I propose a "Capitol Gains Tax." The average income of the 5 years before entering government service is the "Capitol Base." After leaving government service, any amount over the Capitol Base plus inflation is the "Capitol Gain" and is taxed at 70%. The tax is payable for 15 years plus 1 year for every year of government service.
