The rationale has been that poorer kids don’t have the right tech and quiet space to participate, so they can’t make anyone participate — or expect them to complete the work or meet any standards for grades.
Very convenient, of course. Part of that also comes from not moving the courses fully online with only asynchronous participation and requirements.
