Almost everyone on SS is vaccinated, something like 87%. Very little ground to plow there.
There must be a reason the govt didn’t just start with all those. They must think that direction won’t work.

You’re missing the point. You asked rhetorically how to make the mandate equal across worker categories and nonworkers.
The answer is they will expand the mandate to all. Meanwhile, the noose tightens in other contexts. This is CT:
