You’re missing the point. You asked rhetorically how to make the mandate equal across worker categories and nonworkers.

The answer is they will expand the mandate to all. Meanwhile, the noose tightens in other contexts. This is CT:

“...the governor doesn’t plan to require proof of vaccination for access to indoor spaces like in New York City”, while announcing that they plan to introduce NY’s digital passport/ID system.

Whenever pols or their spox peeps say they don’t plan something, they are planning something.

I get it, you say they will just keep advancing more mandates.

Odd they didn’t start with that since they say things are so bad. I think it’s a resource problem on their end.

What I see is the media trying to make the populace think most everyone is under a mandate when that isn’t true at all. Not even close at this time.
