Dude is a sex offender with a loophole that allows him to be near a school and he can set up the "free fentanyl" sign because he doesn't actually have the drugs on him.

The article says one of the dad did do something - and now the homeless sex offender is filing charges against the dad.
The judge will rule in favor of the homeless sex offender, this is San Francisco, after all, where homeless have more rights than anyone else.
