Israel's lobby brags that Israel has never defaulted on a loan. But that doesn't mean it actually pays back the money.

(1) Israel will pay for them, not part of any additional "aid," nor financed by the $3.8 billion annual military aid, subject to the Camp David Accords (which Egypt also gets).
(2) The F-15s don't currently exist. Will have to be built over a number of years.
(3) The sale is subject to approval/rejection by Congress.
