That story is a pile of $hit so deep that there isn’t a sewerage processing facility big enough to handle it.
Just an observation of the dynamics of a firefight. When your adrenalin spikes you get tunnel vision. The chief might be relating what he saw, with the limited vision zone he had. Having his wife in the car probably triggered the flight response. He f’d up no doubt, but it was because as a chief, he forgot to behave like his men should be trained to do. move your head and scan, don’t fixate, think of the objective and move cautiously. don’t panic. breathe regularly and deep. control yourself.
On Sept. 11, 2001, they rose to the occasion and had their act together.
The fight/shooting was litterally right outside the passenger door of his truck. He just floored it to get he and his wife out of there. Neither direction was clear or safe to proceed. He panicked. Obviously the dept is liable for the injuries/damages.

He’s not black. Maybe another minority but irrelevant. Watch the video and it’s pretty clear he reacted without any thought for others. Totally avoidable crash. Needs an impartial investigation. I live near Albuquerque and when I first heard about the crash and watched a video of it, couldn’t believe he was trying to justify his actions.

If that’s the case, where are all the witnesses to the gun, the shooting and or the sound of gunfire that allegedly spooked the Chief?
And he was on his way to a New Conference with his wife? Was the Chief starring in this news conference and wanted his wife, (who was not supposed to be in a city vehicle) to watch?
Btw, it’s no secret, some cops chase the cameras and will walk over their own mothers for some camera face time.

Begs the question, was he running late to the news conference. Is it worth checking the time of the collision and the start time of the news conference. He could be a camera hound cop...Ya never know.
