Yes. Once, the government enabled industry and manufacturing to push us into good economic positions, and the money (taxes) flowed into to the government from prosperity.

Now, these clustered inbred cities like NYC and the others think they all can just be middlemen ripping off their take of what REAL work produces or they get from government largess that is based on Americans not producing and which is funded purely by debt - exponentially increase every day a Democrat is in the WH.

The main motivating slogan of big biz over the last few years is "risk management". One way to manage risk is not to have any mfr plants, inventory, employees, etc. It was all about just handling IP and finances.

But you can't win wars with patents, trade marks and mortgage backed securities. How's that for risk management?
