Ted Maher -- former Special Forces; Neonatal Intensive Care nurse
American Green Beret veteran and accomplished neonatal nurse Ted Maher has now been held 537 days without trial in Monaco's prison on trumped-up and false charges -- charges of causing the deaths of billionaire banker Edmond Safra and Ted's fellow nurse, Vivian Torrente on December 3, 1999. In truth, Ted fought valiantly against two armed, masked intruders to defend Edmond and Vivian and save their lives. During the struggle, Ted suffered severe knife wounds that required one hundred staples to close.
Billionaire banker Edmond Safra was cooperating with the FBI, who was investigating the IMF/Russian loans. Needing a convenient scapegoat for the murder of Safra, Monaco police subjected Ted to three days of grueling torture designed to extort a false confession from him. (see description in "BASIC TIMELINE" in Thread 1 - http://206.112.97.70/forum/a3ad8b097272d.htm ).
Monaco continues to hold Ted incommunicado, preventing him from sending or receiving mail. In fact, they restrict his communication with his family to one telephone call a week. This call is only allowed to last a few minutes and is always monitored closely to prevent any discussion of the case. Ted is forced by his jailers to take a psychotropic medication and is regularly "interrogated" by the Monaco judge -- Patricia Richet. Reports have been received that Judge Richet is a violent person who has displayed unstable behavior in the past. She allegedly has a history of assaulting a fellow judge, putting him in the hospital for a week. She also tears up letters from Ted's children in front of Ted rather than let him read them.
Hundreds of family, friends, work associates, parents of patients, and Army veterans who served with Ted have vouched for him as being a loyal husband, loving father, and an exemplary professional of great skill and compassion. Ted has also been defended by then-chairman of the House International Relations Committee Ben Gilman and Ted's congresswoman Sue Kelly, who have written Prince Rainier III of Monaco on Ted's behalf. Monaco has no evidence of any crime by Ted; they have no witnesses and no credible case against him. Even worse, Monaco has planted false evidence and suppressed vast amounts of exculpatory evidence -- even passing a special Monaco law that enables them to hold Ted four years without trial.
The Geneva prosecutor has said that Safra was killed for his cooperation with the FBI regarding the laundering through Safra's Republic National Bank of $4.8 billion in IMF loans to Russia.
Regardless of the reason "why," it is obvious that Ted Maher is a scapegoat for a murder by others. We are working to obtain his release and to correct the grave injustice being done to an American Green beret veteran and medical professional.
Ted Maher -- a giver of life, not a taker -- needs our help.

Dear Mr. Secretary of State:
On behalf of United States Paratroopers and British Paras I would like to bring to your attention what we feel is unjust treatment of Theodore Maher who has been incarcerated in a Monaco jail since December 3, 1999 for the asphyxiation death of Edward Safra and his nurse.
We have been advised, and it is public record, that Theodore's wife, Heidi and her brother were kidnapped by what we believe were Monaco Police, passports confiscated and used by interrogators to coerce Theodore into signing a confession written in French. Theodore does not speak nor write French.
We realize the State Department is currently aware of this international dilemma. We are also aware that many Americans have followed this story on NBC and ABC TV specials and in Vanity Fair and Glamour Magazine articles, and many have voiced interest in this case. They feel, as I do, that Theodore should either be charged or released. A year and ten months is ample time to investigate and determine if there is evidence to charge and try him.
Enclosed is a newspaper article from "The Mail on Sunday", a British newspaper dated June 19, 2001, which interviews an ex-SAS Padre, Father Fred Preston. Father Preston has visited Theodore on several occasions in Monaco's jail and has openly criticized Monaco Authorities for what he feels is a clean-cut American Ex-Green Beret being caught up in large, corrupt banking doing business with corrupt International Governments and criminals. Safra's widow, Lily Safra has buried two husbands who suspiciously died and left her large inheritances and who now stands to inherit three billion dollars due to Safra's death. This plus authorities using Gestapo tactics adds up to, no doubt, unfair treatment of our Airborne Comrade and friend.
Theodore Maher has a wife and 3 small children. He, his wife and children live in a modest community in Connecticut. He is an Ex-Green Beret who honorably served his country for 5 years. Theodore has demonstrated in his life, good, honest and responsible behavior. I, and others demand the State Department not let this young man and his family be flushed down the drain and be used as a scapegoat by the corrupt, to cover up for the real people responsible for Safra's death.
I enclose a petition signed by hundreds of United States and British Paratroopers who want you to strongly protest Theodore's extended incarceration and corrupt Gestapo tactics used by Monaco's authorities.
I thank you for your time and for the fine job you are doing, and commend you for your great service to our great nation.

Every person I know who visited Monte Carlo this summer has told me exactly the same thing: the circumstances of the death of Edmond Safra are a forbidden subject there. I have had calls from several friends who have been in Monaco, telling me, in effect, to be careful. Other friends were advised. "Tell Dominick not to mention the Russian Mafia." This is one of those stories that's going to go on and on, probably without a finish. Eventually, everyone will begin to forget that it happened. Everyone except Ted Maher, I guess.
He is the male nurse charged with causing the death of Edmond Safra, and he continues to have difficulties. He has not had air-conditioning in his cell this summer, though prisoners in the other cells have. He asked his family to send him two books about submarines, in which he is very interested, to pass the time. When the books arrived, a deputy sheriff showed them to him but wouldn't let him have them. Maher threw a fit and broke down his cell door. Then he went on another hunger strike, but to no avail. He was moved from the Monaco jail to the psychiatric ward of Princess Grace Hospital, where he was shackled to a bed for eight days, after which he gave up. He said he had received a telepathic message from his wife, Heidi, back in Stormville, New York, telling him to stop. Indeed, Heidi disapproved of the hunger strike, as did all Maher's lawyers, because it was certain to anger Judge Patricia Richet. However, it's easy to understand how being locked up for nearly two years with no definite trial date set could make a person behave in a rebellious fashion. Not until mid-September was Maher allowed to use his telephone privileges and speak to his wife and children. During the period in the psychiatric ward, he recognized one of the hospital guards as the first policeman he had met on the night of the catastrophic fire that ended the life of Edmond Safra and his nurse Vivian Torrente on December 3, 1999. Maher had seen the guard after coming downstairs from the Safra penthouse wounded - whether by himself, as the police contend, or by intruders, as he claims. He says he told the guard, "If only you had gone up straightaway, none of this would have happened." He says the guard replied, "Yes, sometimes mistakes are made."
My friend Denise Hale, of San Francisco, tells me that Lily Safra's new house in London is the most beautiful house she's ever seen. "Opulent" was the word she used over and over.

It will be remembered that Ted wrote "Russian Italian" on a slip of paper for the U.S. consular official Patricia Fietz on her December 8, 1999 visit to him in the Monaco prison. She was promptly replaced by Martha Melzow--Michael Griffith's "Marty". (Griffith insists that Ted adhere to the extorted false confession--cui bono?)
Ted of course used the secretive mode of communication as the prison has cameras and microphones.

Henry Kissinger spoke of this "vindictive act"--the premier force of American foreign policy for the last thirty years did not mean that Ted Maher went to la-la land per the fairy tale of Monaco prosecutor Daniel Serdet (a vile slanderer proved wrong by the hospital toxicology report).
Our Israeli journalist has indicated Banco del Gottardo as the likely channel for Pavel Borodin's Mabetex-Kremlin kickbacks. Banco del Gottardo still maintains a branch in the scene of the crime, La Belle Epoque at 17 Avenue d'Ostende. Putin bailed Pavel for three million dollars--can't have any loose lips in the hands of the authorities.
Which goes a long way to explaining Monaco's two-year muzzling of Ted Maher--the only living witness to murder.
Anne Williamson, author of Contagion, emailed me that she believes Ted to be a scapegoat to cover up the vast money-laundering schemes which enriched and involved the Clintons, Rubin, Summers and a "half dozen Russian 'reformers'".
She offered to provide Dunne with the benefits of her research--obviously right on the mark witness the suppression of her book.
