Yes, I agree totally. There is no justification which can be made for the civil rights act's consequences, but this act was passed by Congress, with politicians from both parties voting for it. In my own view (and I lived through the civil rights movement in the South) the civil rights movement was a social movement which had the potential to bring about much needed change, but it was seized upon by the federal government and used as a tool to expand federal powers.
