What happens is the unions go into these small states and flood the airwaves with political ads at election time. Media buys in these states are dirt cheap, due to the low population, yet no matter how small a state is, it has two senators. I once talked to a South Dakota businessman about how his senators voted in Washington against the interests of his business and he was dumbfounded. He had heard Daschle speak in his state and he never touched on the things that he was doing in Washington. Anyone who knows capitol hill is amused by these small state senators pursuing issues which are of little interest to their home states, but important to the out of state interests who fund their campaigns. It is the fault of the republicans that they do not organize to knock off these senators. However, I think Bush has just put Daschle behind the 8-ball. There is no way the democrats can talk their way out of the fact there was a house passed stimulus bill with a bipartisan majority support in the senate, and Daschle threatened a filibuster. (Never mind that to get the votes, Bush had to water down the bill to the point of being worthless in fact.)
