I think this just means they want to bury the case for good, and do it quietly, but not leave themselves open to more charges that they did it secretively without proper public notice. I don't think it's a coincidence that this little press release follows shortly after they tidied up another loose end, with the retirement of the agent who took the fall for concealing evidence from the defense.
