PA had among the strictest property rights of all the states and he believed the state needed to call a constitutional convention to change that, that property needed to be subject to more environmental concerns. He is a Republican. Please name him.

Fortunately, none of them know how to use the GIS. To them it's just paper records made digital. If a tech savvy politician of the wrong stripe comes along there could be problems, but so far most politicians seem to be uninterested in the power of this tech unless it's mapping voting districts. So they appoint staff to take care of the GIS and then tie their hands. Guess we're just plain lucky up to this time.

When I took office in local government in 1995, the Surveyor's office was really rockin & rollin with this! I sensed the potential for mischief and had many long discussions with the Surveyor about the potential for abuse.

Sure enough, certain fanatically negative enviral activists were among the first to request data in ways that would slant any discussion at public meetings in their direction. Fortunately, the Surveyor anticipated their little charade and through the safegaurds he had installed they were frustrated in their attempts.

Seeing the threat, he went on to safeguard as many things as possible, but they can never think of everything, so I'm sure it's being abused by someone, sometime, anyway. As with anything of power, the forces of good and evil always compete over it. A map can be a thing of intense emotional power!!!

Betty Jo! Stop comforting yourself with that!

It may be a legal fact, but the enemies of productive property ownership and property rights that have already infiltrated our local governments will be doing a full court press to move this oxymoron called "smart growth," that's right from the U.N.'s Agenda 21 right into illegitimate county and city ordinances like they've already done in Santa Cruz County and are poised to do in our Sierra Counties!!!

Did you see the reference to "Regionalism" in the Bill? It's right out of FDR's manefesto! The regional "Councils of Governments"(COGs) are pressuring and making a mockery of local elected governments in No. CA. They routinely ignore the Sunshine Laws and screw around with the Non-Profit NGO's in "Public/Private Partnerships!"

It's all so incestuous and corrupt, it's enough to gag a maggot!!! These are relentless, ruthless, remorseless LIBERAL fanatics and this Senate Crap just throws fat on the fire!!!

Sorry for ranting and raving since you probably know all this already, right?

I suppose in real life I might be playing the part of the Surveyor in your vignette. This local area is definitely not interested in the woes of environmental activists. The GIS is a tool that is already saving huge amounts of staff time. A typical mailout for public hearing notification used to take one staffmember all day just to compile and then they had to request mailing labels from another department -- another day, two, three of waiting. Now it takes a minute with the GIS and send the job to the laser printer. Multiply that by 30 or 40 maillouts per month [it's a growing town.] That's just one thing. Add up the benefit in manhours [tax dollars] saved.

Then realize that the investment in dollars in the GIS development was zero, zilch, nada since I did the development gruntwork myself and by myself just by reorganizing my workflow a little over 10 years ago. Experts dropped by now and then to offer their services for a fee, but they don't come around anymore. In the last 3 years or so, a couple of small contracts were let for an enhancement or two, and there is a part-time programmer now who writes a little code sometimes. Plus now everyone wants the GIS on their desk, so we had to buy multiple copies of the software [a well-known brand.] I've been told more than once that the GIS here is a Good Thing. Sometimes jaws simply drop. I could go on, but why waste bandwidth.

An update. Our radio waves crackled with the news yesterday that a lawmaker wanted to require that all secondary school students in PA had to have a heart test to ensure their good health. I love my child more than anything and her 16-year-old friend did have an unexpected heart scare. However these "it's for the children" impositions of governmental authority on families scare me to death. As soon as I heard it had been proposed by a Republican, I knew the rest. Yep! Proposed by Joe Conti of Doylestown. Watch this one. He's a RINO of the worst order.

Thanks for the update. Several of us PA residents are writing snail-mail letters to Sen. Specter asking why he is supporting federal one-solution-fits-all legislation concerning local situations.

I hope he doesn't reply that it's a part of Scottish law.
