I remember when anyone who turned in an article about a book and didn't mention the authors name would have had his editor literally throw the copy back at him.
There's probably an economic explanation. The profits of news orgs. are under serious pressure. Accuracy costs money.
I'd assume the booklet, like gummint pamphlets in general, is anonymous except for the publishing agency (in this case UNICEF).
Still it would be nice if a Freeper could get a copy and post full information.
